Information on TxDOT’s proposed 2018 Unified Transportation Program (UTP) is posted below. This initial draft of the 2018 UTP will be presented to the Texas Transportation Commission (Commission) for discussion at its next meeting on Wednesday July 26, 2017. We will carefully review all public comments when the Commission considers the 2018 UTP for approval at its August meeting. While we look forward to working with all of our stakeholders as this planning continues, I want to emphasize some important developments which will be taking place in the near future.
As you are aware, legislation adopted during the 85th Legislature will impact the amount and timing of funding available for projects. This may require significant and perhaps difficult adjustments to the UTP. The Department will recommend adjustments which are fair, take into consideration the needs of all areas of the state, and target the priorities and goals established by the Commission. Due to the need for very careful planning and to post-Session time constraints, these adjustments are not contained in TxDOT’s current recommendations for the 2018 UTP to be considered in August. However, you should anticipate that such adjustments will be considered by the Commission in a future UTP update.
The new projects which the Department is presenting to the Commission for consideration in the 2018 UTP in August are very limited. This is in line with the process which the Department utilized in the 2017 UTP which was followed by the addition of projects in the Spring 2017 UTP update. It also recognizes the need for flexibility as adjustments are considered in a future UTP update.
