The Texas Department of Transportation (TxDOT) is proposing to expand approximately 19.5 miles of I-35 from I-410 South to FM 1103 in Bexar, Comal and Guadalupe Counties, Texas. The I-35 project involves the construction of two non-toll 15-mile long bridges (elevated lanes) between the I-35 main lanes and frontage roads from I-410 South to FM 3009. The elevated lanes will provide one high occupancy vehicle (HOV) lane and two general purpose lanes in each direction. The I-35 elevated lanes will provide direct connections to I-410 South, I-410 North, Loop 1604 West, and Loop 1604 East. The proposed improvements between FM 3009 and FM 1103 will include at-grade widening of the main lanes for the addition of two general purpose lanes.
The project also includes the following incidental construction necessary to transition the elevated lanes and connectors with the existing highways:
The initial phase includes elevated lanes between I-410 North and FM 3009, and direct connectors with I-410 North and Loop 1604 west. TxDOT intends to construct the initial phase through a design-build contract.
The Planning and Environmental Linkage (PEL) study for the corridor was completed in 2013 and the Environmental Assessment in 2015 with the issuance of Finding Of No Significant Impact (FONSI).
Project Phasing or Project Schedule
Project is partially funded for construction through alternate delivery. Construction for Phase I of the project from I-410 North to FM 3009 is anticipated to begin in Spring of 2021 and completed by Fall of 2024. Phase II from I-410 South to I-410 North is currently unfunded, pending UTP approval. Phase III from FM 3009 to FM 1103 and direct connectors with Loop 1604 East is unfunded.
