TxDOT is developing preliminary plans for the expansion of SH 31 from Loop 323 in Tyler, east to FM 1639 in Kilgore. The project includes expanding the existing two-lane roadway to a four-lane divided highway, which will address safety concerns along the corridor.

TxDOT hosted the second public meeting on July 24, 2018 in in the city of Tyler. The preferred alternative was presented to the public. A copy of the alternative is available for viewing through the Interactive Map link below.
TxDOT plans to host a third public meeting in the form of a public hearing. The public hearing's details will be posted to this website as they become available. Adjacent property owners will also receive notification by mail. All interested citizens will have a chance to provide input, voice concerns and ask questions.
Based on guidance from the Centers for Disease Control and Prevention, TxDOT has suspended its in-person public involvement efforts due to the COVID-19 pandemic. The suspension will impact this project's development schedule. At this moment, the extent of the delay is unknown and dependent on future guidance.
